The most common occupation in the sector is cleaner. Labour exploitation has taken root in the property services sector, particularly in cleaning work, and the issue has recently received extensive media attention. In a survey conducted by PAM among employees in the property services sector, several respondents reported having observed possible labour exploitation. PAM has now opened a new channel through which a confidential report can be submitted if there is suspicion of labour exploitation at a workplace in the property services sector. Labour exploitation refers to a situation in which an employee is required to work under unfair or unlawful conditions. This may include, for example, underpayment, threats, or working without a genuine possibility to refuse the work. In Finland, those most often subjected to exploitation are foreign workers. Labour exploitation seriously violates employees’ rights, undermines salary levels in the property services sector, and weakens occupational safety. Submitting a report does not commit the person making the report to any further action. All reports are processed by the union securely and confidentially. Reports can also be submitted anonymously.
