PAM survey: what happens in the day-to-day reality of the property services sector and how employment conditions are implemented in practice?

PAM has launched a survey to examine how the terms and conditions of employment in the property services sector are implemented in practice and where improvements are needed.

The collective agreement for the property services sector is designed to safeguard fair minimum terms for all employees in the sector. Nevertheless, PAM is aware that not all companies comply with the provisions of the collective agreement. For example, problems related to hotel and ship cleaning were discussed in the latest issue of PAM Magazine (6/2025). In addition, several cases of serious violations of working conditions have been highlighted in public.

— We now want to hear directly and widely from members and employees in the property services sector about how the collective agreement is followed in their everyday working lives. Every response is valuable and helps us target our advocacy at problem areas, says Ulla Moilanen, Collective Bargaining Specialist responsible for the property services sector.

A better everyday is built together

The results of the survey will be used in PAM’s monitoring of working conditions and in the development of terms and conditions of employment. The survey is open from 8 January to 8 February 2026. It has been sent to members in the sector by email. The survey is open to everyone working in the sector.

Responding to the survey is confidential. By leaving your contact details, you can take part in a draw for five gift cards worth €100 each.

A dedicated website for the property services sector

PAM has launched a dedicated website for the property services sector, bringing together information, materials and current campaigns related to the sector. On the site you will also find a flyer for the working conditions survey, which you can display at your workplace.
