PAM is the trade union for employees and supervisors in the tourism and hospitality sector

PAM negotiates universally binding collective agreements for employees and supervisors in the tourism and hospitality sector and monitors compliance with these agreements. All companies in the sector are required to comply with the collective agreement and its minimum terms and conditions.

Upcoming pay increases

1 June 2026 – wages will increase by 2.9%
1 July 2027 – wages will increase by 2.4%

The pay increases apply to both sectoral minimum wages (pay scales) and individually agreed wages. See the detailed pay scales for employees and supervisors (salaries from page 98).

Meal Benefit in 2026

According to the Finnish Tax Administration, the tax-exempt value of the meal benefit in 2026 ranges from €8.80 to €14.00 per working day. The meal benefit may also be used for meals that include delivery costs.

For employees in the hotel and restaurant sector, the taxable value of the meal benefit is €7.48 per meal.

Changes to the review of working hours for part-time employees from 1 January 2026

  • From the beginning of 2026, actual working hours must be reviewed every six months, unless the nature of the company’s operations (for example, seasonal work) requires the review period to be extended to one year. Read more about review of working hours here.

Did you receive a letter from us?

The information has not been disclosed to the sender of the letter, meaning that PAM does not have access to information about the recipients of the letter. PAM does not have any information or records about the people who received the letter.

What is a trade union and how does PAM differ from the unemployment fund?
